DTC Minutes of Grounds Committee Meeting - 28th June 2018

Minutes of the Grounds Committee meetingheld on Tuesday 28th June 2018 at 4.15pm, in the Town Council Office, Dulverton.

Present:Cllrs: Mrs Christine Dubery, Mr Keith Coulman; Mr Ian Fleming; and Mr Gerry Lewis.

Apologies: Mrs Judy Ernest

Declarations of Interests:

Cllrs. Mr Ian Fleming and Mrs Christine Dubery with regard the Sports Field.

Matters Arising:

All Saints Church:

  1. Play Equipment Maintenance:
  2. Cemetery Maintenance:

Greenfields Ltd. has been contacted and a date for a site visit is to be determined next week. Cllr. Coulman and the Clerk to attend.

  

Resolution: To offer a Service Agreement to Mr Andrew Nicholas with regards the maintenance of the cemetery. Proposed by Mrs Dubery, seconded by Mr Fleming and carried.

Abbots Way: Maintenance of Silt Traps

A site visit has been carried out by Cllr. Fleming accompanied by Mr Takel and Mr Bryant, both of whom consider that the traps require pumping out but do not consider that they are able to undertake the work.

There exists a fence which is in a very poor state of repair and overgrown which is affecting access to the third trap. The owner is to be ascertained and contacted.

Cllr. Fleming to seek a quote for the maintenance of the silt traps.

Tree Risk Assessment:

Members considered the report provided by JP Associates.

Members noted that Kemps Way (A8 &A7) are the responsibility of W.S.C. A horse chestnut tree situated at the top of the Church Yard does not appear to be commented upon. Clerk to pursue and ask as to frequency of future assessments.

There appears to be no immediate issues, most problems concern Exmoor Lawns and ash dieback. Cllr. Fleming to liaise with Mr Dan Eddicott and obtain a quote with regards the cost of work required as stipulated in the report.

Exmoor Lawns Transfer:

Members considered the contents of the draft agreement.

RESOLVED: To instruct the solicitor to proceed with the transfer. Proposed by Mrs Dubery, seconded by Mr Fleming and carried.

Cllr. Fleming to carry out a risk assessment and method statement in liaison with Mr Takel.

Urgent maintenance issues with regards all other grounds with permission of

the Chairman: None
