DTC Minutes of the Town Management Committee meeting - 29 May 2018

Minutes of the Town Management Committee meeting held on 29th May 2018 commencing at 4.15pm, in the Council Office, Lady Street, Dulverton.

Present: Councillors: Mrs Christine Dubery; Mr Ian Fleming; Mrs Margaret Rawle; Mr Keith Coulman and Mr Piers Wood.

Apologies: None

Election of Chairman:

Mr Fleming was proposed as Chairman by Mrs Rawle and seconded by Mr Wood. There were no other nominations. Mr Fleming was elected unanimously.

Deferment of business for comment by the public: None


Declarations of Interest:

Cllr Fleming with regards the Sports Field.

Matters Arising:

War Memorial:

No further developments concerning maintenance requirements.

The Chairman commented that he didn’t consider action was necessary regarding the grass surrounding the memorial. Members considered alternative solutions to put in place during the remembrance event. Further investigation to be undertaken and the issue re-considered at the next meeting.

The Paddocks – Yellow Lines:

There will be a car park space at the junction of the Paddock and Lady Street.

Electric Car Re-Charge Point

A meeting has taken place at W.S.C. concerning this issue. As a result Cllr. Fleming is involved in pursing the proposal in partnership with other interested parishes.

Kemps Way Parking Issues:

Concern has been expressed concerning the parking of a camper van in the layby adjacent to Exmoor Gardens. The Clerk was requested to write to West Somerset Council to ascertain if anything can be done.

Members discussed the lack of provision for coach parking, acknowledging that it was imperative that coaches at least had somewhere to drop off passengers. It was suggested that parking might be available for coaches at Ridlers’ for a nominal fee.

Members also expressed concern regarding the parking of 4 mini buses (Oxford Brook Rowing Club) at the coach drop off point resulting in caravans having to negotiate the Lorna Doone Roundabout the wrong way. There is no reason why the vehicles cannot be parked in Exmoor House Car Park. The Clerk was asked to write Oxford Brooks University explaining the issues.


Members agreed to accept the offer of benches and proposed that they are placed in the Sports Field.






Mr Robert Cave: Requested members considered the following proposals:

1) That DTC commission and purchase a set of watercolours to be hung around the Town.

Members considered that it would be difficult to justify such a cost given the current economic circumstances regarding public spending.

2) BT Telephone Box, Bridge Street - Refurbishment:

The Clerk was requested to write to Open Reach regarding the suggestion.

3) Investment in Signage:

Mr Cave has been informed by Cllr. Thwaites that there is an ongoing project to refurbish signage owned by S.C.C.

Matters to Report with permission of the Chairman:

Car Park Signage: The signage although agreed by Jo Sharpe has still not materialised. The Clerk was requested to pursue the matter.

Oldberry Lane: Council continues to be concerned about the state of the road due to parking. The Clerk was asked to enquire from Jo Sharpe regarding a response to Cllr. Rawle’s email concerning the issue.

Andrews Hill: Signpost back in place.

Town Weed Killing: The Clerk was requested to pursue the contractor and ascertain when the work will be carried out.

Kemps Way: Pot holes have still not been filled. The Clerk to pursue with W.S.C.
