DTC Minutes of Grounds Committee Meeting - 5th December 2017

Minutes of the Grounds Committee meetingheld on Tuesday 5th December 2017 at 1.30pm, in the Town Council Office, Dulverton.

Present:Cllrs: Mrs Christine Dubery, Mrs Judy Ernest and Mr Gerry Lewis.

Apologies:Mr Keith Coulman & Mr Ian Fleming.

All Saints Church:

Cllrs Ian Fleming & Christine Dubery met on site with Mr Takel and confirmed that Bobcat would be able to undertake the cutting. The existing petrol mower would probably not be able to cope with the incline and will require replacing. Cllr. Dubery to obtain costings etc.

Cllr. Fleming has agreed with Mr Bryant, the Parish Lengthsman, that about 15 days     allocated during the winter months can be rescheduled to the summer months in order for     him to undertake the regular maintenance requirements as per the specification.


     Members agreed that the maintenance requirements are therefore taken back in house and

     carried out by the Parish Lengthsman; which even considering the cost of purchasing new

     equipment should come under the budget set for year commencing 1st April 2018.

The Clerk is to liaise with Mr Takel and Mr Bryant with regards the shared use of the grounds equipment etc.

Still awaiting information concerning the possible necessity for a further faculty from the Rev. Andrew Thomas.

Members agreed that the final bill from Sully & Sons Ltd. is paid.

Kings Corner Rec. – Tree Work

Cllr. Dubery has liaised with E.N.P.A. concerning the possible proposals concerning work to the Lime Trees (removal of suckers etc.). It was explained that quotes are still being pursued and that further contact will be made in the New Year, once members have made a decision concerning future action.

Parish Lengthsman - Financial Agreement:

The Clerk informed those present that the members of Exton Parish Council expressed concern regarding the imposition of a charge of £50.00 on all Parishes regardless of how much they used the scheme, considering it unfair.

Members agreed that the Parishes are invoiced proportionally with regards the £350 expenses paid to Mr Bryant as well as an administration fee of £175.00.

Urgent maintenance issues with regards all other grounds with permission of the Chairman:

Play Ground Inspections:

Cllr Judy Ernest provided clarification regarding the annual inspection with particular reference to possible issues concerning the swings in Kings Corner and the cableway in Barns

Close. GB Sports are to investigate further and have been requested to carry out a site visit accompanied by Cllr. Ernest.

With regards the roundabout situated in Kings Corner, members were advised that if children can get their fingers in the missing bolt holes, the bolts should be replaced. Cllr Ernest to investigate.

New forms are to be used to when Mr Takel carries out visual weekly equipment inspections.
