DTC Minutes of Grounds Committee Meeting - 7th November 2017

Minutes of the Grounds Committee meetingheld on Tuesday 07/11/2017 at 1.30pm, in the Town Council Office, Dulverton.

Present:Cllrs: Mrs Christine Dubery, Mrs Judy Ernest, Mr Ian Fleming and Mr Keith Coulman

Apologies: Mr Gerry Lewis

Declarations of Interests:

Cllrs. Mrs Christine Dubery and Mr Ian Fleming with regard to the Sports Field.

Matters Arising:

Abbots Way Pond: It was agreed that the silt chambers be inspected once every three months and emptied once a year. Work to be carried out by the Lengthsman and Mr A Takel. The centre island and foliage to remain and to be cut back once a year to keep the area tidy. No further action to be taken.

All Saints Churchyard:

Six tenders for cutting the grass in the churchyard where issued with a closing date of 28/10/17 no responses have been received.

It was agreed that Councillor Fleming would review the work carried out by The Lengthsman and that an analysis should be carried out on what items of our equipment can be used on the church yard with a view to carrying out the grass cutting in house, The Clerk is to liaise with Mr A Takel and arrange a meeting to include two grounds committee councillors, these two actions to be attended to urgently.

The two quotations received to carry out work on the lower churchyard, have been put on hold for the time being because The Reverend Andrew Thomas is to inquire from the Archdeacon if the loose stone and shale can be removed from the Churchyard under an existing faculty or will he need to ask for a new one.                                                                                                                

Play Ground Inspections:

Since the previous meeting a safety check has been carried out by Playsafe Ltd on the play equipment at Barnsclose and Kings Corner recreation ground’s. Councillor Ernest to contact the company to enquire why she was not asked to attend the inspection with them and to share her concerns over the safety of The Zip Wire at Barnsclose.

Councillor Ernest with councillor Coulman are to meet on 8/11/17 to carry out the Councils regular three-monthly inspection.

It was agreed that regular monthly inspections will be carried out in the future between the months of March to October by councillors, the Town Clerk to be asked if she is informed by Mr Takel that he carries out his regular weekly checks and they are logged accordingly.

It was agreed that the goal posts at Barnsclose should be replaced, the cost of a new goal would be £429.94 which includes VAT and 5 Day Delivery.

Urgent maintenance issues with regards all other grounds with permission of the Chairman:

Kings Corner Recreation Ground

Estimates have been requested from two contractors to attend to the Lime Trees in the Kings Corner Rec only one of them gave a definitive description of the work and price, the other wanted a fee for an investigation into what was required before giving their quote, it was agreed that Councillor Dubery would contact them again giving them the opportunity to quote without paying for a preliminary investigation.
