DTC Minutes of Legal & Finance Committee Meeting - 31st October 2017

Minutes of the Meeting of the Legal & Finance Committee held on 31st October 2017 at                1.30pm in the Council Office, Lady Street, Dulverton.

Present:Chairman:Mr Gerry Lewis, Cllrs: Mrs Christine Dubery, Mr Ian Fleming and Mrs Judy Ernest who arrived at 2.00pm.

Apologies for absence and acceptance of any reasons offered: Mr Nick Thwaites and Mrs Ernest who may be late.

SALC – Annual Subscription Fee:

RESOLVED: To recommend that the annual subscription is renewed at a cost of £359.32.

Proposed by Mr Lewis, seconded by Mr Fleming and carried.                        

Notice Board Replacement:

RESOLVED: To recommend the purchase of a dual door wall mounted notice board at a cost of £425.00. Proposed by Mr Fleming, seconded by Mr Dubery and carried.                        

Internal Audit 2017/18:

The Clerk informed members that the anticipated cost of the internal audit for year ending 31st March 2018, as quoted by Mrs Alison Marshall, amounts to £250.00.

RESOLVED: To appoint Mrs Alison Marshall as the Internal Auditor for Year Ending 31st March 2018. Proposed by Mr Lewis, seconded by Mrs Dubery and carried.                        

Budget & Precept 2018/19:

The Clerk presented members with a budget statement regarding current funds available, anticipated expenditure and costs; and the anticipated funds available for the next financial year.

In order to achieve a nil balance the precept would need to be increase to £73,330. Bearing in mind possible future financial constraints and anticipating public demand to maintain standards members agreed to recommend that the precept is raised accordingly.

RESOLVED: To recommend increasing the precept to £73,330. Proposed by Mr Lewis, seconded by Mr Fleming and carried.

The 2018-19 Local Government Finance Settlement – Technical Consultation Paper.

SALC have advised that although the consultation does not directly propose capping town and parish councils it does make it clear that ministers expect local councils to show restraint when settling their precepts. The Clerk drew members’ attention to Section 4.2 and question 10 in consideration that this Council has, and still is, in the process of accepting more financial responsibilities from higher authorities in order to retain local facilities etc.

General Data Protection Regulation:

The EU regulation known as General Data Protection Regulation is likely to come into force on 25th May 2018. SALC intend to provide a briefing for clerk’s in January 2018.

Correspondence:

BHIB Insurance Brokers: Notification that the next renewal of the Councils insurance policy will be handled by BHIB Ltd. NALC and BHIB have agreed a new partnership to provide tailor made support for local councils.

Matters to Report with permission of the Chairman:

The Clerk requested authority from the Chairman to purchase the key reference book for Clerks and Councils – “Charles Arnold Baker: On Local Council Administration” at £73.60.

The Clerk requested on behalf of RBL that the grass around the War Memorial is cut prior to 11th November, Armistice Day. Cllr. Fleming agreed to remind the Parish Lengthsman.

The Chairman asked members to consider the possibility of initiating a new project.
