DTC Minutes of Town Management Committee Meeting - 7th September 2017

Minutes of the Town Management Committee meetingheld on 7th September 2017 commencing at 5.15pm, in the Council Office, Lady Street, Dulverton.

Present: Chairman: Mr Ian Fleming; Councillors: Mrs Christine Dubery; Mrs Margaret Rawle; Mr Nick Thwaites and Mr Piers Wood.

Apologies: None

Deferment of business for comment by the public:None

Declarations of Interest:

Cllr. Nick Thwaites with regards his position as District Councillor.

Matters Arising:

Lion Toilets -Legionella Inspections

Members were informed that Cllr Fleming having ascertained that a self -assessment can be carried successfully undertook the procedure.

Dulverton Map Refurbishment

Estimates are being pursued by Cllr. Fleming.

War Memorial

An application for funding has been submitted and further photographic evidence supplied as requested.

Defibrillator Installation Costs:

The defibrillator should have an alarm fitted requiring a 240 voltage supply. The anticipated costs regarding the installation amount to approximately £200.00

RESOLVED: To meet the anticipated costs of up to £200.00. Proposed by Mr Fleming, seconded by Mrs Dubery and carried.

Weed Spraying:

Members agreed that a specification is drawn up specifying areas which require treatment and subsequently tenders invited.

Council Notice Board

The Clerk requested that members consider the purchase of a new larger notice board to to replace the one currently situated on the side of the Lion Stables Public Toilets. Cllr. Fleming and Cllr. Dubery agreed to investigate further.

Correspondence:

Mr & Mrs N. Rimmer – Heritage Centre Magnolia Tree:

The Clerk was requested to contact Mr Chris Nelder, Chairman of the Heritage Centre for his advice concerning the maintenance of the tree.

Mrs P.A. Gilpin – Hollam Drive: Copy of a letter to ENPA concerning the overgrown shrubbery restricting public access along the pavement. Cllr. Fleming to pursue.

Matters to Report with permission of the Chairman:

Town Mill Signpost: Cllr Fleming to obtain quotes to repair the signpost.

Dog Bags: The Clerk reported that several of the dispensers are systematically being emptied, the bags being taken almost immediately after the dispensers are re-filled.

Exmoor Panel Meeting – 12th September 2017 - Noted by members.

Dog Bins: DTC are still awaiting details of the anticipated legal costs regarding the necessary contract amendments resulting in the re-siting of one bin, from W.S.C. Cllr. Thwaites to pursue.

Fly –Tipping: Following the publication of posters requesting that black bags are not placed on the pavement early for collection the situation has improved.

Electric Car Charging Point: Cllr. Fleming has written to E.N.P.A. requesting advice concerning the proposed siting of an electric car re-charging point by the Lion Stables public toilet facilities.

Car Park Signage: Cllr. Wood suggested further signage is required to advertise alternative parking. He agreed to investigate the best place to put the advanced car parking sign and report back to the Committee at the next meeting.

Yellow Lines: Members noted that the lines have either been painted or the area has been marked in preparation.

Signposts – Those signposts directing visitors to the bank which no longer exists, are to be altered by the Parish Lengthsman.

Town Leat & Weir: The presence of wood has been reported.
