DTC Minutes of Town Management Meeting - 27th June 2017

Minutes of the Town Management Committee meetingheld on 27th June 2017 commencing at 2.45pm, in the Council Office, Lady Street, Dulverton.

Present: Councillors: Mr Ian Fleming; Mrs Margaret Rawle, Mr Nick Thwaites and Mrs Christine Dubery.

Apologies: None

Election of Chairman:

RESOLVED: Mr Fleming was proposed as Chairman by Mrs Dubery, and seconded by Mrs Rawle. There were no other nominations. Mr Fleming was elected unanimously.

Deferment of business for comment by the public:None

Declarations of Interest:

Cllr. Nick Thwaites with regards his position as District Councillor.

Matters Arising:

Traffic Management - Kemps Way: Cllr. Thwaites agreed to clarify the situation with W.S.C.

Lion Stables Public Toilets:

Legionella Inspections: The Clerk was asked to enquire with ATac as to whether he is licensed to carry out the necessary inspections.

Two light bulbs are to be replaced by Mr Takel

Exmoor Lawns - Transfer of Assets:

Members considered the details of the proposals put forward by W.S.C. with regards the transfer of the asset. All members present approved the proposal to undertake the grass cutting responsibilities as shown in green. The legal fees, anticipated as being up to £1,500, are to be considered by the Legal & Finance Committee.

Weed Spraying:

Mr Kenwood has reported to members that most of the spraying has been undertaken, however there is still some outstanding and many areas are going to require a second treatment.

Signage regarding Household Rubbish:

Black bags have been left at the entrance to Monmouth Terrace which Veolia will not collect as it is house rubbish. Members agreed that the situation is monitored and re-considered at the next meeting, however in the meantime signage is created stating that any such rubbish will be reported as fly tipping.

Rat Infestation:

Mr Hutton has reported that the rat problem appears to have disappeared, as to be expected this time of year. He will be carrying out his monthly check this week and will update further. He considers that to date the bins have made a considerable difference.

 

Dulverton Map Refurbishment:

The frames of both town maps situated on the Lion Stables Toilet wall and in Exmoor House Car Park require replacing. Cllr. Fleming to obtain quotes.

Defibrillator Training:

The Doctors Surgery is to advertise the training available and several posters are to be displayed in the town. Furthermore a letter is to be sent to all the businesses concerning the installation of a defibrillator and the availability of training. Certificates of competence will be issued by the British Heart Foundation.

Matters to Report with permission of the Chairman:

War Memorial: The Clerk reported that an application has been submitted to the War Memorials Trust with regards funding for the proposed work to be undertaken.

County HighwaysOut of hours emergency situations, are to be reported by phoning 101.

Civil Contingency Plans in the Event in an Emergency: In the light of recent events the Clerk was asked to write and request details of any civil contingency plans with regards Dulverton.
