DTC Minutes of Grounds Committee Meeting - 18th April 2017

Minutes of the Grounds Committee meetingheld on Tuesday 18th April 2017 at 2.00pm, in the Town Council Office, Dulverton.

Present:Chairman:Mrs Christine Dubery, Cllrs: Mrs Judy Ernest, Mr Ian Fleming and Mr Malcolm Neale and Mrs Louise Parrish

Apologies: Mr Steve Ford

Deferment of business for comment by the public.None

Declarations of Interest:  

Cllrs. Mrs Chris Dubery and Mr Ian Fleming with regards the Sports Field Management Committee.


Matters Arising:

Abbotts Way Pond: No information received from Paul Clark. Mrs Ernest to pursue.


Sports Field:

Fence Repairs: One quote obtained from Adams & Ellicott. Two further quotes to be obtained.


The Clerk informed members of the contents of two letters regarding the removal of a tree from Ms Spooner and two previous Councillors, Mr Mike Gammon and Mr Bernie How and a request to plant a replacement tree.

Members agreed that to plant a further tree would defeat the object of ensuring that future burial space would be available.

A letter of response was agreed by members.

Mrs Ernest agreed to arrange to have the area rodded to confirm that there are no existing burials.


The Clerk reported that there had been an incident of anti-social behaviour. A sofa had been set alight but put out by the fire brigade.

Grounds Machinery Agricultural Vehicle Insurance Renewal – 4th May 2017

A quote has been received from NFU. Further quote to be obtained.

Urgent maintenance issues with regards all other grounds with permission of

the Chairman:

Play Ground Monthly Inspection Report:

Kings Corner:

  1. Picnic Seats - A few screws have come loose and require tightening
  2. Fencing – Wooden fence at Andrews Hill end require attention.
  3. Swing Seats – Rubber has split on both toddler seats and require replacing.
  4. Several items of equipment to be power washed

Mr Takel (Grounds Man) and Mr Bryant (Parish Lengthsman) to be requested to undertake the necessary repairs.


Some concern was expressed concerning the fencing at the far end of the site, situated adjacent to the field. The Clerk was asked to enquire as to whether the Council have responsibility to ensure that a play area have to be fenced all the way round ensuring that access is not possible to land adjacent to the play area.

Sports Field: The water stop cock situated between the tennis club and the cricket club requires attention. The Parish Lengthsman to investigate.
