DTC Minutes of Procedure & Policy Meeting - 1st December 2015

Minutes of the Policy & Procedure Committee meetingheld on 1st December 2015 at 11.00am, in the Council Office, Lady Street, Dulverton.

Present: Chairman; Cllr. Mrs Judy Ernest, Cllrs: Mr Nick Thwaites and Mr Gerry Lewis.

Apologies: None

Deferment of business for comment by the public.None

Declarations of Interest:

Cllr. Thwaites with regards his position as a District Councillor.

Update of action points resulting from the last meeting:

 

Code of Conduct: Members were informed that Mr Lang (W.S.C. Monitoring Officer) maintains that if a member has a disclosable pecuniary interest he/she cannot even make representations as a members of the public. Members dispute this as it appears to deny members their rights as residents. Cllr. Ernest to pursue.

Cllr. Lewis agreed to produce a document clarifying the proposed changes, prior to the next meeting when a proposal to accept the document will be made.

 

Standing Orders: Cllr. Lewis agreed to produce a document clarifying the proposed changes prior, to the next meeting when a proposal to accept the document will be made.

Procedures: It was agreed that members undertake to work with the Clerk to review the following statutory and administrative procedures:

  • according to the      budget allocated (and specific to each item), in exercise of any of the Council’s functions delegated to that committee. Costs over and above are required to be approved by the Legal & Finance Committee.    

Financial Regulations:

The Financial Regulations were fully reviewed by members and various amendments proposed including the following which it is proposed will read:

                  (a)  Every contract shall comply with these financial regulations, and no exceptions shall be made otherwise than in an emergency provided that these regulations shall not apply to contracts which relate to item below:

           for the supply of gas, electricity, water, sewerage and telephone services;

The draft document is to put before Council for resolution at the January 2016 meeting.
