DTC Minutes of Trafficic Management Meeting 3rd November 2015

Minutes of the Traffic Management Committee meetingheld on 3rd November 2015 at 10.30am, in the Council Office, Lady Street, Dulverton.

Present: Chairman: Mrs Liz Schofield. Councillors: Mr Steve Ford; Mrs Margaret Rawle; Mrs Louise Parrish; Mr Mike Willison and Mr Nick Thwaites.

Mr Willison with regards The Paddocks.

Mrs Parrish with regards Vicarage Hill.

Dulverton Parking Restrictions:

Members reviewed plans for proposed parking restrictions to go on the West Somerset amendment TRO, to be advertised by S.C.C.

1) Lady Street/ The Paddock: To introduce 55 meters of DYL from the north side of the Paddock to the boundary of Nos 16 and 18 Lady Street.

To introduce 14 meters of DYL from the south side of The Paddock to the boundary of No.4 lady Street.

It was confirmed that no historic TRO’s on Lady Street have been found by S.C.C. A new TRO would have to be applied for.

By changing the angle of the kerb between Nos. 6 &7 The Paddock to widen the splay will negate the need for parking restrictions opposite.

No objections have been received concerning DYL at nos. 16 -18 Lady Street.

Members noted that the objections received regarding DYL Nos. 4-6 concern parking facilities. Members agreed that safety issues take priority and the implementation of DYL would improve visibility when exiting The Paddock.

Members considered the argument that parked cars reduce speed however noted that a 20mph speed limit throughout the Town is being pursued.

Resolved: That the proposals are submitted to S.C.C. Proposed by Mrs Rawle, seconded by Mrs Parish and carried.

2) Northmoor Road– Revoke 5 meters of single yellow lines at the end of the lay-by.

Following a conversation with Jo Sharp (S.C.C.), it was agreed not to revoke the 5 meters of single yellow lines at the end of the lay-by.

Resolved: That the proposal is not submitted to S.C.C. Proposed by Mrs Schofield, seconded by Mr Willison and carried.

3) Northmoor Road– Introduction of 86 meters of DYL

Only comment made concerned the delivery of oil. Members confirmed that the tankers would not be illegally parked.

Resolved: That the proposal is submitted to S.C.C. Proposed by Mr Ford, seconded by Mrs Parrish and carried.

4)(a) Union Street – New DYL at junction with High Street.

The only objection concerned the reduction of parking facilities. Members considered that safety and visibility take precedent.

   (b) Bank Square – Replace ‘Keep Clear’ marking with 9 meters of DYL.    

   (c) Vicarage Hill: - New DYL 20 meters in length outside Stanbury’s entrance. .

                                 Extend DYL are per TRO for 5 meters to leave parking for 3 cars.

Resolved: That the proposals are submitted to S.C.C. Proposed by Mrs Rawle seconded by Mr Willison and carried.

5) Amory Road - Jury Road Junction: Introduce 20 meters of DYL on Jury Road each side of Amory Road and 8 meters of new DYL on both sides of Amory Road at the junction with Jury Road.

Resolved: That the proposals as are submitted to S.C.C. Proposed by Mrs Parrish seconded by Mr Ford and carried.

6) Jury Road - Introduce 37 meters of DYL (south side).

The discussion centred on an observation from the public, that cars parked in this area of Jury Road helped slow speeding traffic approaching Sixpenny Buckle and Vicarage Hill. The concern expressed that the virtual footpath and pedestrian safety would be in danger. However, members agreed that DYL would enhance visibility, and safety. Additional signage, warning drivers of pedestrians on the virtual footpath, would be an advantage.

Resolved: That the proposals as are submitted to S.C.C. Proposed by Mrs Schofield, seconded by Mr Willison and carried.

Speed Restrictions:

Members were informed that Councillor Nicholson is pursuing the implementation of a 20mph speed limit throughout the Town from Barle Bridge, No. 12 Jury Road and Northmoor Road.

Signage Regarding Limited Access to Large Vehicles:

Temporary signage exists at the entrance to Lady Street. Mr Gary Warren (S.C.C.) is pursuing further signage at Exebridge.

Matters to Report:

Diversion Proposals: Wessex Water & S.C.C. Highways will be attending the next Council Meeting to discuss.

Wheelchair Access: S.C.C. to be pursued to repaint the dropped kerbs as previously agreed..

Oldberry Lane: The road is eroding due to the parking of vehicles. S.C.C. Highways to be requested to investigate.
