DTC Minutes of Grounds Meeting - 25th June 2015

Minutes of the Grounds Committee meeting held on 25th June 2015 at 4.15pm, in the Council Office, Lady Street, Dulverton.

Present: Mrs Christine Dubery, Mrs Judy Ernest; Mr Steve Ford; Mrs Louise Parrish; and Mr Nick Thwaites.

Apologies:Mr Mike Willison.

Deferment of business for comment by the public. None


Declarations of Interest:

Cllr. Christine Dubery with regards the Sports Field.

Cllr. Nick Thwaites regarding the Sports Field as with regards his position as District Councillor.

     Update of action points resulting from the last meeting:

Undergrounding of Cables: Cllr Dubery met with Western Power representatives earlier in the week. The proposal is to make the service cable connections as from 5th October2015, which will take up to a maximum of three weeks. No road closures will be necessary. A solution has been found with regards the service cables around Greenfields. When the main poles are removed in January/ February 2016 there will be a one day road closure.

Clerk requested to inform the local businesses and to organise advertising the dates proposed.

An agreement has been reach with ENPA with regards the undergrounding of cables across the ENPA car park.

Church Wall: All relative documents have been forwarded to the Diocese Commission. About fifty letters of support from the proposals have been submitted to the Diocese.

Cemetery – Cllr. Ernest has met with Mrs Atkins 8th June 2015 to discuss her offer to supply and maintain a seat in the Cemetery. Two of three existing benches are in a poor condition. Members agreed that the agreement needs to be put in writing, including details concerning future maintenance.


Mechanical Grave Digging: The six month trial has been completed. Members are happy for Undertakers to arrange for mechanical diggers to carry out the work providing certain criteria are met, and it is carried out sensitively with regards to the surrounding graves.

Maintenance: The tree stumps have been removed successfully.

Some concern was expressed about the planting of shrubs etc on grave plots. Mr Takel is to be asked to identify the plots concerned and determine whether further action should be taken.

Cemetery Extension: Cllr. Dubery brought all members up to date with the situation. Negotiations are still ongoing with Mr Dru. A meeting is to be arranged in the near future.

Charges: Members agreed that the fees should be increased on an annual basis and to recommend to the Legal & Finance Committee that an increase of fees of between 10% – 12%, should be considered.

Dog Fouling Issues:

Members were informed that W.S.C. is now able to send a Dog Warden once monthly, and has been formally asked to do this.

The Parish Lengthsman is willing to take over the role as Dog Warden Cllr. Thwaites agreed to obtain details from X.S.C. concerning training requirements.


Urgent Maintenance Issues with Regards all other Grounds:


Lion Car Park Tree Maintenance: The work has still not been undertaken. Cllr. Thwaites intends to pursue with issue with W.S.C.


Matters to Report:


Parish Lengthsman: Cllr. Ford informed members that he intended to pursue the re-instatement of the Key Committee with the aim of pursuing future funding.

Concern was raised regarding the state of the land situated between Exmoor House and the Youth Club. Cllr. Dubery to pursue with E.N.P.A.
