DTC Minutes of Grounds Meeting - Thursday 13th November 2014

Minutes of the Grounds Committee meeting held on 13th November 2014 at 3.00pm, in the Council Office, Lady Street, Dulverton.

Present: Mrs Christine Dubery (Chairman), Mrs Louise Parrish, Ms Liz Schofield and Mr Nick Thwaites

Cemetery:

  1. Proposed Extension:
  2. Ashes Memorial:
  3. Wall: Update: A meeting has taken place involving a surveyor and the DAC. A specification is to be created at an anticipated cost of about £2,000. The height is to be lowered and concrete used to provide strength. It is hoped that graves will not need to be disturbed.
  4. Remembrance Garden:
  5. Standard of General Maintenance:
  6. Reinstatement: Quotes are currently being sought to prepare, the soil, remove rocks and re-seed the area.
  7. Fencing: Adams & Ellicott Ltd. have provided an estimate to install a ‘V’ Guard powder coated metal fence, 1.8M high, to fence of the path to the allotments, amounting to £2,664.09. They will not charge for the wooded fencing already purchased.
  8. Allotment Gate: The Clerk informed members that she had been advised that the fitting of an

No further developments. However it has been ascertained that there exists more capacity for burials than anticipated.

 

Members considered the erection of a memorial wall for ashes, providing space for plaques to be hung in remembrance of the departed and an area to scatter ashes. Church Yard:

A quote has been received from Adams & Ellicott to erect temporary shores to the wall amounting to £1,380 + VAT. However members intend to wait for the specification and include the cost in the subsequent tendering.

    

Members expressed their concern that the closure was not substantial enough; the path is regularly being used by the public. E.N.P.A. has been contacted and a response is awaited.

It was clarified that maintenance of this area/grass cutting is the responsibility of the P.C.C.

 

Members were informed that a complaint has been made concerning the wild garden area and responded to.

Members expressed concern about some brambles which would appear not to have been cut back. It was suggested that a volunteer group is found to keep the Churchyard tidy. The proposal is to be made to the PCC at the next Churchyard Support Group meeting.

Barnsclose:

 

£1,331.20 has already been resolved to meet the cost. A further £1,312.89 is required.

 

    RESOLVED: To recommend that Council accept the new quote setting aside a further £1,312.89

     towards the cost. Proposed by Mr Thwaites, seconded by Mrs Dubery and carried.

   automatic gate closure could amount to up to £400.

Members agreed that an alternative proposal would be to no longer have gate, the proposed fence

     running adjacent to a compost heap. The Allotments Association are to be consulted.

 

Exmoor Parish Lengthsman – 2015/16:

The Clerk informed members that all Parishes had been contacted requesting confirmation of their commitment to the Scheme next year. Withypool & Hawkridge and Brompton Regis Parish Councils have confirmed their involvement.

Members commented that in the event that a parish requests less days or fails to commit Dulverton Town Council would consider increasing the number of days purchased.

RESOLVED: To recommend that DTC commit to purchasing 34 days per year at a cost of £1,494.64. Proposed by Mrs Parrish, seconded by Mrs Dubery and carried.

 

Budgetary Requirements 2015/16

Members considered the anticipated costs as provided by the Clerk and Cllr. Dubery and agreed to request that £23,000 is incorporated into the 2015/16 budget.

Urgent Maintenance Issues with Regards all other Grounds:

Kings Corner: Members requested quotes concerning the refurbishment of equipment.

Sports Field - Lease Agreement: The individual club leases are still to be finalised. Members agreed to write formally to the Sports Field Management Committee (Chairman, Adrian Smith) requesting an update of the situation.

Matters to Report:

Gang Mower:

Cllr. Dubery reported that she had met with Mr Darren Hill (W.S.C./Taunton Deane – Manager of Parks & Open Spaces), earlier today, who assessed the Gang Mower and concluded that it was fit for purpose however, there were improvements that can be made and there were various safety issues which need to be addressed. He advised that a risk assessment is undertaken and that the Grounds Man is requested to attend a Health & Safety Course to ensure that the criteria were satisfied. Ridlers have offered the Grounds man the use of the air line in the garage, whenever it is open, to clear grass out from the front; to ensure that the mower does not overheat.

The replacement of the mower would cost up to £32,000.

Somerset Playing Fields Association Awards 2014:

Members were informed that DTC had been awarded the Bronze Award for Barnsclose Play Area and received Commendations for both Kings Corner Recreation Ground and Millham Lane Sports Field.

Members expressed their thanks and congratulations to Mr Takel, the Grounds Man.  

Flower Display:

The baskets are to be removed next week by the Grounds Man. It was requested that Parish Lengthsman help with regards the removal of the Town Baskets and disposal of the contents.
