DTC Meeting 13th May 2013

Minutes of the Meeting of Dulverton Town Council held on Monday 13th May 2013, in the Town Hall, Fore Street Dulverton, commencing at 7.30pm.

Present:Chairman: Mr Nick Thwaites, Councillors: Mr Rod Coyne; Mrs Chris Dubery; Mrs Margaret Rawle; Mr Neville Rimmer who left at 9.35pm. Mr Keith Ross (D.T.C. and W.S.C.); Mr Les Silverlock; Mr Bruce Heywood (W.S.C.) and one member of the public.

 

Apologies: Councillor Francis Nicholson(S.C.C.) and Amanda Rose (Clerk)

Deferment of Business for Comment by the Public:

Mrs D. Burtwhistle: Mrs Burtwhistle expressed her concerns regarding an increased problem with rats in the Town Leat.

Cllr Ross gave an update to Mrs Burtwhisle, on the latest developments with regards the proposed repairs to the Leat Weir. The Clerk was requested to write to Mr Peter Owen (S.C.C.) to enquire when the work is to commence, a copy is to be sent to Mr Steve Watts.

Chairman’s Comments:

The Chairman thanked members for their support and trust regarding his election as Chairman/Mayor.

 

Minutes of the meetings held on 8th April 2013 as circulated: were approved and signed.

Proposed by Mr Ross, seconded by Mrs Dubery and carried.

5597 Matters Arising:

 

Minute 5583: Out Patient NHS Services

The Administration Assistant reported that a reply from the Practice Manager had been received and assurance given that the service to return equipment to Musgrove hospital via the Surgery was available to all patients providing the equipment was correctly labelled. The Clerk is to be requested to send a copy of the letter to Mr How.

Minute 5583: Dog Fouling:

Members agreed that dog fouling is still a problem, although posters have been on display throughout the town. Cllr Thwaites is to approach the head of Dulverton Middle School and the vets, in anticipation that pupils can be educated with regards the serious health hazards, especially to young children.The Clerk is requested to contact Veolia to ask if the clearing up of dog fouling could be incorporated into Warren’s job description.

 

Minute 5593: Dulverton Floods Public Meeting

The Administration Assistant informed members that Lynsay Mclean (Environment Agency) had agreed to attend the meeting scheduled in June.

Mrs Dubery expressed her concerns at the slow progress regards the formationof a Local Response Team. A large number of local residents have expressed an interest in being involved,and Cllr. Duberyhas agreed to take responsibility for organising the volunteers etc.

Cllr Ross informed members that the litter pickers are doing a great job.

Mrs Dubery will contact Magdalena to collect the names of all involved; they will then be placed on the website for well-deserved recognition.

 

Cllr Rawle read out a letter of complaint from Mrs Bidie regarding the parking of a large vehicle opposite the vicarage, belonging to Stanbury’s garage .Members agreed that because the vehicle is parked legally, no action could be taken. However Cllr. Dubery agreed to speak to Mr Stanbury.

 

Cllr Rawle is to contact Mr M Murphy (Devon County Council, Contractor) to obtainfurther information with regards to safety works that are to be carried out on the A396.

 

Wessex Water: Cllr Thwaites informed members that he had contacted Mr Daniel Wicks (Wessex Water) with regards to the proposed road closure in June and is waiting for a response and has also responded to an email from Mr T Everard concerning the matter.

It was suggested that advice could be sought from S.A.L.C. if the intention was to seek a possible injunction to prevent the road closure.

 

RESOLVED: To adopt the minutes of the Planning Committee meeting held on 16th April 2013 as part of this meeting. Proposed by Mr Ross, seconded by Mrs Rawle and carried.  

Neighbourhood Planning: Cllr Silverlock commented that the anticipated costs of the Lynton and Lynmouth Neighbourhood PlanProject might not be accurate,as it possibly includes E.N.P.A. Salaries.

RESOLVED: That the accounts are approved. Proposed by Mr Coyne, seconded by Mrs Rawle, and carried.              

     The Financial Statement was also presented and approved. Proposed by Mr Thwaites,               seconded by Mrs Dubery and carried.

     Cllr Ross expressed his concerns at the length of time money has been put aside for the undergrounding of cables project.The Clerk is requested to write a letter to Western Power, asking for a completion date.

5602 Internal & External Audit –Year Ending 31st March 2013:

             To be deferred until the next meeting.

5603 Annual Insurance Renewal:

 

RESOLVED: That the insurance premium for the year commencing 1st June 2013 at £1,375.62,obtained from Zurich Municipal is accepted. Proposed by Mr Ross, seconded by Mrs Rawleand carried.              

 

5604 Car Parks:

Honorary Parking Permit:After lengthy discussion it was :

RESOLVED:That Mr Chris Nelder is issued with a concessionary parking permit for his long and committed service to Dulverton Town Council. Proposed by Mr Thwaites, seconded by Mrs Dubery and carried.

Car Washing: It was reported that the Tiverton Mirror Finish Car Wash Service was seen in the Exmoor House Car Park. Cllr Rawle is to inform the Car Park Officers.

White Lining: Cllr Rawle informed members that the white lining in the Guildhall Car Park had been re-scheduled to Friday 17th May.

Traders have expressed concerns with Cllr Silverlock, as to why the white lining had to be done on a potentially busy day with regards trading. Cllr Rawle agreed to contact Mr Nick Genge (W.S.C.) to ask if the work can be carried out on an alternative day.

Proposed Extension of the Lion Car Park: Cllr Ross is going to contact Mrs Peck to clarify the situation concerning the field situated at the rear of the Car Park.

Devolution of Car Parks: Cllr Silverlock requested that Cllr Ross and Cllr Heywood approach Mr Dave Wescott (W.S.C.) to pursue the possibility of a transfer of assets. Members agreed that a meeting should be arranged in the near future with Cllr. Dave Westcott (W.S.C.) and Cllr. Kate Kravis. (W.S.C)

Heritage Centre: The Clerk is requested to write to the Chairman, Mr Chris Nelder, after it had been reported that cars are parking on the mosaic after unloading, which is causing an obstruction for mobility scooters.

Exmoor House Car Park:Members were informed that Somerset Sight will be in the car park on 27th June 2013.The Breast Screening unit will be in the car park for two weeks from 18th June 2013.

5605 Grounds:

Members agreed that outstanding maintenance issues are to be considered at the next meeting.

Finger Posts: Members were informed by Cllr. Dubery that she had contacted Lynch’s regarding a water pipe had been damaged when a finger post was installed near the bridge and that was subsequently leaking.

Sports Field: The Clerk is requested to contact Mr How with regards the progress of the new proposedLease Agreement.

RESOLVED: To backdate all money owed to Mr Andy Takel for work carried out on the Sports Field. Proposed by Mr Coyne, seconded by Mrs Dubery and carried.

Boundary Wall:Cllr Thwaites informed members that he had now received the civil engineers report,and that the Diocese had requested a copy. The Clerk was requested to send a copy to W.S.C.

 

Flower Display:To be deferred until the next meeting.

 

Street Cleaning Members raised concerns over the street cleaning over the festival weekend. The Clerk was requested to contact Julie Lynch (Veolia) for assurance that all bins will be emptied regularly, and also to ask what progress is being with the new storage facility for the black sacks.

 

Allotments:The report from the Chairman of the Allotment Association, Mr Jerry Lewis, was imparted to members who agreed in principle to carry on with the lease for a further year providing it is within the agreement with Magna Housing and Dulverton Town Council.

5607 Correspondence:

Correspondence noted by members.

Cllr Silverlock commented on the lengthy list of correspondence, and asked if it was really necessary.

Mr Basil Saunders – Uneven Pavement and Potholes: Clerk is requested to respond to Mr Saunders explaining that the problems concerning potholes are being pursued and that once the undergrounding of cables has been undertaken the conditions should improve.

5609 Matters to Report:

Bus Shelter:

Following debate it was:

RESOLVED That the Clerk contacts Beacon Bus Company, requesting a replacement bus shelter on Jury Road, as the existing one has become unsightly. Proposed by Mrs Dubery, seconded by Mr Thwaites.

The resignations of Cllr. Ian Fleming and Cllr. Bernie How were reluctantly accepted by the Chairman.

Recognition of their work will be placed on the website and the Clerk is requested to write a letter of thanks for their positive contributions to the wellbeing of the Town.
